  1. David L. Stevens

    Chief Information Officer
    David L. Stevens currently serves as the Chief Information Officer for Maricopa County, AZ - the fourth largest County in the nation by population and over 9,200 square miles in size; it is larger than 23 States by population. David was selected as a 2015 Premier 100 Leader by ComputerWorld for his demonstrated leadership and strategic vision to meet the needs of technology and business. He is passionate about relational capital, earning trust, building excellent teams and delivering technology that impacts the business. He has also presented at national conferences and is published in a variety of magazines, as well as serving on a number of advisory boards and committees.

  2. Todd Bright

    Deputy Chief Information Offier
    Todd is the Deputy Chief Information Officer. He leads the Office of Enterprise Technology's (OET) Infrastructure and Communications Technology (ICT) division. He joined Maricopa County in October 2016 and has over 27 years of public sector professional experience with the State of Arizona, serving in many capacities including the DES Deputy Director of Operations, overseeing the Department's core technology, business operations, LEAN performance management, professional development, and human resource functions. Todd's other previous executive roles with the State of Arizona include Division Director over the Child Support Services Division, Business and Finance Division, and Technology Services. He has a double major Bachelor's Degree in Management Information Systems and Accounting from the University of Arizona. Todd also possesses three professional certifications including the Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), and Certified Government Financial Manager (CGFM).

  3. Karen Connelley

    Deputy Chief Information Officer
    Karen is the Deputy Chief Information Officer. She leads the Office of Enterprise Technology's (OET) Advanced Services division, which includes Customer Service Center, PC/LAN, Business Analysis, and Applications Development and Support. She is Executive IT Leader with over 20 years of IT experience both in the private and public sector. Prior to joining Maricopa County, Karen spent two years with State of Arizona working in the Arizona Strategic Enterprise Technology Organization where she managed the Workplace, Collaboration, and Security services portfolio along with the enterprise IT contracts.

  4. Richard McHattie

    Director of Strategic Planning and Bus. Alignment
    Rich is the Director of Strategic Planning and Business Alignment (SPBA) for Maricopa County's Office of Enterprise Technology (OET). SPBA provides leadership for the development of the long-term strategic plan, customer engagement, and business integration services that support business innovation for the Departments we serve and County partners. Additionally, SPBA is responsible for the overall management of OET's Project Management Office (PMO), OET's human resources functions, and all OET financial services, along with other administrative support. This includes budgeting and procurement related activities. Rich has a Bachelor of Arts Degree in Business Management from Moravian College in Bethlehem, Pennsylvania.

  5. David Moss

    Geographic Information Officer
    David is the Geographic Information Officer for Maricopa County. David joined Maricopa County in June 2014, relocating from Houston, Texas. David has over 12 years of GIS experience in various disciplines such as public works, land surveying, emergency management, and land records. As the former GIS Manager with Harris County, Texas, one of the largest appraisal districts in the country, he led his team to implement numerous innovative methods and procedures using GIS.

  6. Robert O'Connor

    Chief Information Security Officer
    Robert has over 25 years aligning global information infrastructure to business requirements incorporating cyber and physical security. He founded three small businesses and worked for large companies including Adobe conducting security architecture, engineering, and gap analysis for governments and the financial services industry. Robert spent 10 years in government including as Deputy Director of Information Security for Enterprise Systems at the Central Intelligence Agency.
