Get Help Paying Utility & Rental Bills
Maricopa County families and individuals struggling to pay their utility and/or rental/mortgage bills may qualify for assistance from the Human Services Department. The Community Services Division administers a Utility Assistance Program as well as a Rental/Mortgage Assistance Program to Maricopa County residents living outside the cities of Phoenix, Mesa, and Glendale.

For residents living outside the cities of Phoenix, Mesa, and Glendale, assistance is provided through Community Action Program (CAP) offices located throughout the County. To apply for utility and/or rental/mortgage assistance, follow the step-by-step instructions listed below.
Qualified residents of Maricopa County may receive assistance with current utility deposits or utility payments.

To qualify for utility assistance, the following criteria must be met:
- Applicant legally lives in the United States
- Applicant lives in Maricopa County but not in the cities of Phoenix, Mesa, and Glendale
- Household income for the past 30 days is at or below the State Median Income

Gather Required Documentation
To help establish eligibility, please collect the following documentation. You will need to bring these documents with you to an in-person appointment at your local CAP office.
- Photo identification of applicant
- Birth certificate of applicant
- Social Security cards of all household members
- Documentation of household income received in the 30 days prior to and including appointment date
- Most recent gas and electric bills of current residence
Please note that additional documentation may be requested by the CAP office to determine eligibility.
Schedule an Appointment
To begin the application process, contact your local CAP office to schedule an in-person appointment using the information provided below. All appointments are made on a first-come, first-serve basis. Remember to bring the required documentation with you to your appointment.

Qualified Maricopa County residents may receive assistance with their rental deposit or a portion of their one-month rental/mortgage payment.

- Household income for the past 30 days is at or below 125% of the Federal Poverty Level

- Household has experienced a crisis involving:
- Reduction or loss of income
- Unexpected or unplanned expenses
- Health and safety concerns
- Crisis event can be supported with documentation
- Household has at least one qualifying minor child (17 or under) who is:
- Related by blood or law to an adult household member
- A U.S. citizen
- Applicant lives in Maricopa County but not in the cities of Phoenix, Mesa, and Glendale
