Community Development BLOCK Grant Rental & Utility Assistance

Maricopa County residents experiencing financial hardship due to the COVID-19 Pandemic may be eligible for Community Development Block Grant Rental and Utility Assistance from the Human Services Department’s Community Services Division (CSD). CSD coordinates the delivery of rental and utility assistance to Maricopa County residents living in the following communities:

To apply for assistance, follow the step-by-step instructions listed below. 


How to Apply


Step 1 Check Eligibility 

To qualify for assistance, the following criteria must be met:

  • Household is experiencing financial hardship due to the COVID-19 Pandemic; 
  • Applicant legally lives in the United States; 
  • Applicant lives in the city/town limits of Buckeye, El Mirage, Fountain Hills, Goodyear, Guadalupe, Litchfield Park, Tolleson, Wickenburg, or Youngtown, or in an Unincorporated Area of Maricopa County; and 
  • Household’s total income is at or below 80% of the Area Median Income.

Step 2 Gather Required Documentation 

To help establish eligibility, please collect the following documentation. You will need to these documents for a telephone appointment with your local Community Action Agency.

  1. Documentation demonstrating financial hardship due to COVID-19
  2. Photo identification of applicant
  3. Birth certificates of all household members
  4. Social Security cards of all household members
  5. Current lease agreement
  6. Documentation of all household income received in the 60 days prior to application date
  7. Current bank statements

Please note that additional documentation may be requested by the CSD to determine eligibility.

Step 3Contact Community Services Division

To begin the application process, call CSD at 602-506-2000. CSD will identify next steps, including the scheduling of a telephone appointment. All appointments are made on a first-come, first-served basis. Remember to provide the required documentation during your appointment.
